El Consorci bought two plots of the Sant Andreu barracks from the Defence Ministry to develop a new space for the city. It features facilities for the district, parks and residential areas including subsidised, social and private housing.

The architect and urban planner Manuel de Solà-Morales designed the urban improvement plan encompassing the two plots, with a total of 107,450 m² of land. The land will be sub-divided into 36,000 m² for twelve new facilities, 41,000 m² for green areas, 22,500 m² to residential uses.

Multiple facilities are already in operation – including the headquarters of the Mossos d’Esquadra regional police, the CEIP Eulàlia Bota public elementary school, the Barcelona School Workshop (Taller Escola Barcelona – TEB) and the health and social centre.
